We probably still want to test the minimum version of PT/Triton we support. Not sure whether there's any benefit in dropping PT2.9 support?

The thinking here is to test against and recommend to users the latest releases of PyTorch and Triton. I know we test against nightlys but I suspect most users use released versions.
Ideally we test against both the min and max versions but given limited CI resources, maybe we could keep one CI on 2.9 as sanity check and move others to 2.11 and onwards.
