Get rid of OSGEO LDAP signup

Feature Description

We should replace the use of OSGEO identity enrollment in QGIS plugins website. We can continue to support OSGEO LDAP logins for existing users so that we do not break existing workflows. We have discussed this before offlist and our intent is to implement keycloak so that we can provide a multi-vendor sign in experience.

Going towards a full SSO support would be great, but OSGeo should stay the identification authority. Is that hat you mean with keycloak implementation ?
