Update the test_rabbitmq_config and test_rabbitmq_config_with_tls macros to generate sysctl-style configuration (key=value pairs) instead of Erlang terms. Change the default TEST_CONFIG_FILE extension from .config to .conf. Update cluster startup scripts to write per-node rabbitmq.conf files instead of passing configuration via command line arguments. ai-assisted=yes
