Fix #1139.
The fix modifies workflow to update version in package.json with one provided as a parameter and if called on main branch to create/merge PR for minor version increment.
Additional token
PODMAN_DESKTOP_BOT_TOKENshould be create with read/write/ ans create.approve pr permission should be configured for release.yaml to work.
