Show application and component quickpick only when component related commands executed from command palette

OpenShift Application Explorer now shows only context related resources and that means there is no need to ask to select project, application and then target component. It is enough just list all components from current project and render component's label as application/component-name. That would reduce number of steps to go through to run component related command from three to just one - improvement.
