Add devsandbox card in Create OpenShift Cluster View

Currently the view for Create OpenShift Cluster has 2 cards -

1. Create Local Instance using CRC
2. Use cloud.redhat.com to spinup new OpenShift instance

Add a third card to showcase devsandbox instance.
