If not already logged into Red Hat SSO, "Create Dev Sandbox" wizard gets stuck at loading screen

To reproduce:

1. Log out of Red Hat SSO, or let your current session expire
2. Open the "Create Cluster" wizard
3. Select "Dev Sandbox"

Expected: it opens a browser to perform SSO

Actual: it displays a loading animation and nothing happens

If you set a breakpoint at clusterViewLoader.ts#367, then the bug doesn't occur.
