Create Service has empty dropdown on Sandbox

This is probably due to a permissions issue (user is unable to list ClusterServiceVersions). Instead of displaying an empty dropdown, we should show a popup that states there is a permission issue.

@datho7561 When there's no service types available we open the view and display the error message like "service type to create not selected":

Do you want to display yet another error message on the same "empty" view or to show a pop up with a "permission" error message without opening the view?
