Data Explorer "Literal question" not updating

Reporting a bug in which the XML metadata import in Data Explorer does not update the literal question field. During the LFS rebase, we noticed that literal question would not be updated even if we imported a different XML file for which the literal question metadata field was different.

Steps to recreate this issue:

1. open an LFS survey.
2. Change a literal question field.
3. Save to dataverse.
4. Download XML current version.
5. go to different LFS survey.
6. Import metadata XML.
7. Notice that the literal question field was not updated, even for those that were already empty.

At this time it is unclear what causes this, and if it is only an occasional issue.
