Improvements on tag filtering component for short URLs

Summary

The short URLs list supports filtering by tag/s. However, you can only select tags from the visible short URLs, or coming from the tags list, where you are limited to new.

Improvements to apply:

• Support selecting any of the existing tags directly from a tag selector in the short URLs section
• Allow selecting the tags mode in a more obvious way
