Can't create pull request in Step 2 #46

In the "Activity: Attach an issue and create a pull request for the Copilot coding agent" exercise, Copilot can create a new branch but doesn't seem to be able to create a pull request for it. It does provide manual instructions on using GitHub CLI or GitHub Web UI to create the pull request.

The repo is public and the Pull Request permission setting is set to All Users

I am using Copilot Free


I'll create a new branch and add docs/README.md with the README content to the repository RinkAttendant6/skills-scale-institutional-knowledge-using-copilot-spaces.
