change dns text record to http download

change text record download to file with all the record

We could host those records on https endpoint and also sign them with sign key already present in the minotari_node binary so it can't be replace by a malicious actor.

As WIP those records are hosted on http endpoints like this: https://cdn-universe.tari.com/tari-project/tari/mainnet/seednodes.json in PR #7468 but it still requires changes as:

• host it on HTTPS
• sign those records
• verify it with public key
