TU 1.6.9 for Windows displays high network fee (bug could be related to #3017)

Describe the bug
After sending 1000 XTM from a Tari 1.4.3-lib-v5.0.1(22Jan26) for Android with a network fee of 0.000172 XTM, the TU 1.6.9 on my laptop displays a network fee of 26.259492 XTM - about 152000 times higher - for the same transaction. The network fees looks correct on the Tari block explorer. TU for Windows is also displaying wildly excessive network fees for other transactions of between 1 XTM and 1000 XTM but I cannot see a pattern in the errors.

To Reproduce

1. Send between 1 XMT and 1000 XTM from Tari on an Android device.
2. Wait for transaction to finish and check the network fee on TU 1.6.9 for Windows
3. Compare with network fee listed on Android device and on the Tari block explorer.

Expected behavior
Listed network fee should be identical across different platforms and block explorer.

Its already fixed in tari core, its just not included in a release yet.

Its purely a display issue on the sender side
