The runtime of autoload/netrw/os.vim was guarded by
`!exists('g:loaded_netrw')`, so when netrw was already loaded (e.g. via
:Explore), `netrw#os#Open` was never discovered and `s:BrowserOpen` fell
through to `netrw#BrowseX` with 2 arguments. Recent netrw changed it
to accept only 1.
