Add benchmarks with no gate decomposition

So far in UCC-Bench, we have benchmark input circuits into a restricted gateset to make ensure fair comparison across different compilers.

However in practice, it may be more realistic to test out benchmark circuits with arbitrary gates allowed. In addition, this would allow us to test gate synthesis routines.
