Add vite-plugin-restart

Summary

• update ddev to use node 24 which is the current LTS version. See: https://nodejs.org/en/about/previous-releases
• install npm package vite-plugin-restart
• configure vite.config.js to watch for changes to CSS files in THEME/src/ or THEME/blocks
• npm audit fix for 4 additional package updates

Testing Instructions

• local should work and run
• updating CSS should immediately be reflected on the front-end
