Add Paste Above Command

This adds a row above the current one and pastes the pasteboard contents into it.

I'm not convinced that this should be added. It seems like it is added complexity for a rare edge case.

Does the existence of this command mean that there should also be a Paste Below command? I think so and again, more complexity.
