Re-declares the
Permsort in the mini-program we let Z3 parse in the workaround the Z3 API Prover uses to parse interpreted function applications, which fixes issue #751.Also adds caching for SMT function declarations, since the parsing process seems expensive, and fixes issue #707 for the Z3 API interface as well (the previous fix was only for the default StdIO interface).
