Intermittent Internal Failures on Viper Online

Viper Online often fails with the tool hoster internal error when trying to verify an example. As a result, we cannot use a regular test (viperonline-test) that checks if the service is functional because it creates too much noise.

P. S. I have decided to file this issue under Silver because we are not using Viper Online projects' issue trackers and it is very likely that this issue would be forgotten if I filed it there.

I've fixed this issue recently while preventing Carbon to show up in the list of backends of a particular example in Viper online (until the issue viperproject/carbon#351 is fixed). I indeed noticed that "tool hoster" error was very frequent and this error was related with 'nailgun'.
