How can I submit an improvement for build/dev-server.js?

The mentioned file doesn't appear in the templates directory. Is it fetched from somewhere else?

I merged #975 into develop yesterday - so it doesn't exist anymore in that branch, and will be gone in master as well after the weekend - hopefully.
