What new PHP Version should we require?

In #9, there is a great conversation going on about how to increase our PHP version minimum requirement.

Currently, PHP 5.3.2+ is the new minimum being discussed.

I think we should explore whether we should be making a larger jump (e.g. 5.6 or even 7.0).
