[BUG]: NO BUFFER during LIVE stream #5638

Actual behavior
Video won't buffer and constantly pauses to "load" more video every 30-ish seconds.
Additional information
Everytime I try to watch this dude's live stream, and his posted videos, (https://www.youtube.com/@ChrisTitusTech) it ALWAYS fails to buffer and play correctly.
It will play for 20-30 seconds, then pause for 10-15 seconds, then play again for another 30-ish seconds.
It NEVER plays without constantly needing to re-buffer.
And if you rewind the video to any previous point in the live stream, it will do the same thing.
It will NEVER load a buffer to keep ahead of what you are watching.
I have tried both wifi and cat5, and it's still the same results.
I've tried all 3 different network engines.
I've tried all 4 different buffer options.
I've tried different video presets.
