Keep playlist control buttons while scrolling long playlist lists

Feature description

While accessing a playlist page, when the user scrolls up to see more entries; the control buttons, playlist description and title scroll together with the list and disappear from view. Making it inconvenient for users to quickly perform actions and lose visibility because they have to scroll back to the top to se this information.

Why do you want this feature?

This improves user experience because if the user wishes to see the playlist title, description, and access control buttons, they are able to without scrolling up to the beginning of the playlist.

This is also related to feature request #13487, so it would be best to align those two experiences.

Even if the playlist header is made sticky, the experience is still not optimal. The current actions ( "background", "play all", and "popup") feel redundant, since similar controls are available after clicking "play all".

A better flow would be to let users click directly on any video in the playlist and start that specific video right away, while keeping it linked to the playlist view. That would make it easier for users to access the content they actually want, instead of always starting from the first video.

What about putting the "Play all" button in the previous view level? :

Then, remove the current "background", "play all", and "popup" buttons from the playlist header, and instead let users click any video in the playlist to start playback from that point, including the first video. That would make the playlist header cleaner and reduce unnecessary steps.
