This adds the most current TF 1.x ECs. At our site it was asked for a TF 1.15.4+ by people working with DeepSpeech and especially a non-MPI version was requested. As it might be relevant to others I added both here. Feel free to decide to drop the regular one as we already have a 1.15.2
