self._dict["auth_events"] is a tuple when self._dict has been frozen. Concatenating directly with [create_event_id] raises an exception in that case.

The team has decided to deprecate and stop publishing python wheels for MacOS. Synapse docker images will continue to work on MacOS, as will building Synapse from source (though note this requires a Rust compiler). Admins using the unstable [MSC2666](matrix-org/matrix-spec-proposals#2666) endpoint (`/_matrix/client/unstable/uk.half-shot.msc2666/user/mutual_rooms`), please check [the relevant section in the upgrade notes](https://github.com/element-hq/synapse/blob/develop/docs/upgrade.md#upgrading-to-v11440) as this release contains changes that disable that endpoint by default. Fix #19233
Synapse fails to handle events in v12 rooms when the server is run with the
{use_frozen_dicts: True}config.This PR fixes the issue, and adds tests which cover room creation, joining, and joining over federation, with both frozen and not frozen config settings, by extending the existing
test_send_joinfederation tests.This approach to testing was chosen as it is a simple way to get high level integration style test coverage, without going through all our existing tests and trying to retroactively add in coverage when using frozen dicts.
This should provide an easy place for future room versions to extend the suite of tests and reduce the chance of introducing subtle bugs like this in the future.
