Closes FinalizeLocalVariables might fail with IllegalStateException on a Kotlin or Groovy build script #702

FinalizeLocalVariables threw IllegalStateException when encountering top-level variable declarations in Kotlin or Groovy scripts, because getCursorToParentScope only looked for J.NewClass or J.ClassDeclaration parents which don't exist for top-level declarations. Added SourceFile as a fallback in dropParentUntil and skip top-level variables since they are not local variables. Added regression tests for both Kotlin and Groovy.
