Further Information

The tag building=barracks is described in Key:building wiki page but it seems not to exist as a preset as it doesn't appear in iD when searched. Of course Tag:military=barracks could in theory be used with building=yes, but there also exists a lot of historical barracks no longer in military use so that kind of tagging would be slightly misleading.

Adding it as a value for building type dropdown only is also an option, see https://github.com/openstreetmap/id-tagging-schema/pull/2085/changes for how such PR would look like

So, now we considering keeping building = barracks in tags dropdown of building preset as mentioned ?
