Bump mypy to 1.0

The allowlist changes are due to:

• Stubtest: Improve heuristics for determining whether global-namespace names are imported mypy#14270 (most of them are due to this one)
• [stubtest] Error related to __all__ must have it in the error path mypy#14217
• [stubtest] Add __warningregistry__ to the list of ignored module dunders mypy#14218
• stubtest: if a default is present in the stub, check that it is correct mypy#14085

The addition of a few new constants to whatthepatch is necessary due to python/mypy#14270. The changes to stdlib/webbrowser.pyi and stubs/paramiko/paramiko/util.pyi are necessary due to python/mypy#14085.

pyscreeze.whichProc is a temp variable that only exists on linux used to define scrotExists by checking if the utility "scrot" exists. So you can allowlist that one in a linux-specific allowlist file.
