Adds a TPV destination for the NEMO HPC cluster (Uni Freiburg) using the experimental pulsar-relay mode, no RabbitMQ required.
The relay is deployed at 192.52.32.144 (bw-cloud). Jobs run in Singularity containers via CVMFS on NEMO's Slurm cluster. The corresponding runner (pulsar_eu_nemo) needs to be added to secret_group_vars/pulsar.yml.
