Performance improvement followup for #97
Refer to NASA-AMMOS/plandev-ui#1388 for testing procedure.
This PR utilizes bulk mutation queries rather than looping through single mutation queries.
Initial testing improved importing a plan of 2k activities by 10 seconds on average.
