Implement support for Local Context controlled vocabulary support on demo.dataverse.org

Overview

• Dataverse installations now have the option to support the Local Context Traditional Knowledge Labels as a controlled vocabulary feature.
• For details, see: add local contexts package gdcc/dataverse-external-vocab-support#23

We need to test the feature on demo.dataverse.org to make progress towards the following NIH GREI task:

• GREI 5: HDV Task - Indigenous Data Support dataverse-pm#170

I have shared this progress with the unofficial TKLabels WG and the Brazilian Installations working with indigenous data.
I requested a test case from Local Context (Ashley) for demo testing.
