This pull request updates CI workflows to improve maintainability and reduce external dependencies by replacing third-party GitHub Actions with in-repo scripts for artifact downloading and comment management. It also removes unnecessary Android SDK setup steps from Kotlin workflows. The most important changes are grouped below:
